Application for Planning Permission Town and Country Planning Act 1990
Proposed Park and Ride facilities associated with developments at the Bacton Terminal Complex, former Crane Fruehauf site, north of Cromer Roadand west of Bradfield Road, North Walsham, NR28 0NB.
You may be aware that a planning application has been submitted for a park and ride site at the old Crane Fruehauf site in North Walsham. The site is designed for 500 vehicles and buses will transport the staff to and from Bacton each day. I understand that up to 15 buses a day will be used for this purpose and that the routes envisaged are through Swafield, Knapton and Mundesley in one direction and through Edingthorpe Green in the other. Each of these routes involves narrow country lanes which are, in my view, totally unsuited to such traffic. I have asked for this application to be called in for decision by Members as opposed to a delegated decision by Officers. This means that residents will be able to express their views directly to members in a variety of ways. As far as I am aware the matter will be discussed at the Development Committee meeting on the 15th September at North Norfolk District Council Offices at 9.30 am. Unfortunately I shall be on holiday on that date and will be unable to attend but I will submit a written representation.
The view that I hold is broadly as follows:
The terminals have had a long standing arrangement to use designated routes to and from the gas terminals at Bacton for heavy loads and construction traffic. Vendors are advised to deliver goods via the A47 from Norwich, along the A149 to Stalham and from there along the B1159 road joining Bacton with Stalham. This route was agreed with council officers some time ago and drivers continue to be advised that deliveries should use this route.
The route for the park and ride should follow the previously agreed one, from Cromer Rd North Walsham, down the bypass to Smallborough, turn left onto the A149 and left again to pick up the B1159 road linking Bacton and Stalham. A precedent already exists for this route and in the past it has worked well with minimal complaints from the public. It is a longer journey for project contractors but may well be more acceptable to local residents than routes through either Knapton or along the Bacton Road.
You are invited to attend a meeting next Wednesday 10th August at Knapton Village Hall at 7 pm to express your views make suggestions and help plan a strategy if need be.
